PURPOSE
This Award is for the company or site which has excelled at Responsible Care by demonstrating leadership and a creative approach.
ELIGIBILITY
The Award is open to all open to all CIA registered member sites. Individual sites must have been in membership for at least two years.
Initially Phases 1 and 2 are undertaken at the CIA for all eligible sites, making an Indicators of Performance return. From this initial assessment, sites that have met phase 1 and 2 criteria are invited by letter to be considered for the Award. A 2-page template will be provided with the letter, to provide the site’s response to phase 3 of the process.
The final judging stage will take place by the end of the 20th May 2009.
The winner will be announced at the Chemical Industry Awards Dinner on 25th June in Edinburgh, and a representative from each short-listed company will receive an invitation to attend.
CRITERIA
PHASE 1
An initial screening by CIA is undertaken for all sites making an IOP return.
These must have had:
- No fatalities to employees and contractors whilst on company business in 2008/9 and in the previous two years.
- No HSE/EA/SEPA/Local Authority convictions in 2008/9.
PHASE 2 - HEALTH AND SAFETY FOR SITES THROUGH PHASE I
Sites must be able to demonstrate during Phase 1 that they have:
- EITHER achieved a safety performance for own employees better than or equal to the target of 0.2 LTAs per 100,000 man-hours worked. This will be based on a three year moving average.
- OR achieved a safety performance for own employees of an annual improvement in LTA rates of at least 25% per year in 2006 and the following 2 years. Frequency rate is calculated as below *.
- OR for a site in 2008 which employs less than 50 employees, no LTAs for employees and contractors.
- achieved a safety performance for all contractors employed on one's site better than or equal to the target of 0.2 LTAs per 100,000 man-hours worked in 2008. Frequency rate is calculated as below *.
- for a site with less than 100 people employed, no more than 1 Notifiable Dangerous Occurrence or Reportable Disease as specified under RIDDOR Schedule 2 Part 1 General
- for a site with less than 500 people employed, no more than 2 Notifiable Dangerous Occurrences or Reportable Diseases as specified under RIDDOR Schedule 2 Part 1 General
- for a site with more than 500 people employed, no more than 3 Notifiable Dangerous Occurrences or Reportable Diseases as specified under RIDDOR Schedule 2 Part 1 General
- been issued with no Prohibition Notices to the site within the last calendar year.
- produced or published an environmental information/report at site or company level either separately or as part of broader material.
Accident Frequency Rate
The accident frequency rate is the sum of:
- major injuries and conditions as specified under RIDDOR 95 Regulation 3(1) b-d and Schedule 1
- over 3 day reportable accidents as specified in RIDDOR 95 Regulation 3 (2) fatalities
for own employees on company business whatever the location per 100,000 man-hours worked.
PHASE 3
Sites that have met the criteria from Phases 1 and 2, will be written to by the CIA inviting them to enter into Phase 3. If the site agrees, a return summarizing its Responsible Care programme over the past year should be prepared. This should:
- describe how the Guiding Principles are implemented at the site.
- demonstrate how continuous improvement through Responsible Care is making a positive contribution to the company’s business.
- include evidence of how Responsible Care is communicated throughout the organization and beyond.
- confirm participation in the Responsible Care cell network, giving examples of how experience sharing has delivered real benefits to the site.
- make special mention of innovative ideas, projects or initiatives that have provided value to their business within the area of Responsible Care.
Sites that are aware of any incident or accident that has occurred previously and which may lead to future prosecution, have to withdraw at this stage.
JUDGING
The judging Panel will comprise of up to 5 people, including industrial representation, members of the CIA Responsible Care team and independent assessors.
The Panel will assess the level of Responsible Care compliance, the performance improvement based on the information provided and the credibility of its Responsible Care programme as viewed internally and externally to the site. Based on this, the Panel will to agree a short list for subsequent visits.
These site visits will be undertaken by two of the Panel members: verification should be sought on aspects previously selected by the Panel at the judging stage. Site personnel will be made aware of the Panel's requirements prior to the visit.
The Panel will reconvene after the visits to make final selection(s).
